Claimant filed a petition for review from the trial commissioner’s June 30, 2003 Order Re: Sec. 31-299(b). Said order was issued without a formal hearing on the record. No transcript or exhibits exist. Absent a record, this board cannot properly consider this appeal pursuant to Sec. 31-301. The matter is therefore remanded to the commissioner acting for the Second District for a formal hearing on the record or other appropriate action. See, Conerly v.
