RESPONDENTS have filed a Petition for Review from the trial commissioner’s April 21, 2003 Secs. 31-288 and 31-300 Order and April 22, 2003 Sec. 31-308a Order. Said orders were issued as the result of an informal hearing. No transcript or exhibits exist. Thus, there is no record for this board to properly consider this appeal pursuant to Sec. 31-301.
