Minutes

A regular meeting of the Workers’ Compensation Commission Advisory Board was held on September 11, 2017 in the Workers’ Compensation Commission’s CRB Hearing Room, 21 Oak Street, Hartford, Connecticut. The meeting convened at 10:10 a.m. with the following Board Members present: Chairman Michael Riley, Rocco Calo, Michael Dimenstein, Theodore Duarte, Ross Hollander, David Lucas and Gregory Nokes. Also present from the Workers’ Compensation Commission were Chairman John Mastropietro, Michael Petosa and Commissioners Randy Cohen, Daniel Dilzer, Jodi Murray Gregg, Stephen Morelli, David Schoolcraft and Michelle Truglia.

  1. Opening Remarks
    1. Chairman Riley welcomed the group and introduced Commissioners Randy Cohen, Daniel Dilzer, Jodi Murray Gregg, Stephen Morelli, David Schoolcraft and Michelle Truglia.
  2. Commissioner’s Meet and Greet
    1. The Commissioners introduced themselves and shared their backgrounds and histories with the Commission. They responded to questions from the Board members in preparation for their upcoming renominations. Chairman Riley asked if the current budget situation was causing any difficulties. The commissioners indicated that most districts are short-staffed and that the Commission is losing the most experienced people to retirement. Commissioner Truglia expressed concern about the potential closing of the Stamford office, suggesting that perhaps it could be relocated rather than closed. There was discussion of workers’ compensation fraud, and the commissioners indicated that they see very limited fraud on the part of claimants. Chairman Riley thanked the commissioners for their attendance and stated that they would see half of them in October and half in November.
  3. Chairman Mastropietro’s Update
    1. Chairman Mastropietro indicated that he thinks it is unlikely that the Stamford Office will close because that closure would not affect the overall State budget, but that option had to be submitted as part of the budget reduction that was required of all agencies. He discussed the frustration with the difficulty of filling vacant positions, and stated that priority was given to filling positions that facilitate the efficient operation of the hearing process.
  4. Old Business
    1. Minutes from the May meeting were approved. Meeting dates for 2018 were approved.
  5. New Business
    1. There was no new business. Chairman Riley thanked Connie Rue-Stange for her assistance over the years and congratulated her on her upcoming retirement.
  6. Adjournment
    1. A motion to adjourn the meeting was made and seconded. The motion passed unanimously. The meeting adjourned at 10:50 a.m.

    1. The next meeting will be a public hearing on October 16, 2017.
