The Claimant, on her own behalf, filed an appeal on June 22, 2016 from an informal hearing held June 2, 2016. The appeal is premature and not ripe for appellate review. No record exists. Due process requires an evidentiary hearing where a record can be created. Absent a record, the Compensation Review Board cannot properly review or consider this appeal under Sec. 31-301(a).

This matter is therefore remanded to the trial Commissioner acting for the Fifth District for a Formal Hearing or other appropriate action.
