An appeal was filed April 5, 2011 from a March 21, 2011 Order issued by the trial commissioner acting for the Fourth District. Said order was issued as the result of an informal hearing held March 17, 2011. No record exists. Absent a record this board cannot properly consider an appeal pursuant to Sec. 31-301(a). This matter is therefore remanded to the trial commissioner acting for the Fourth District for a formal hearing or other appropriate action. See Torres v. Laidlaw Transit, 5544 CRB-4-10-4 (April 26, 2010).
