Respondents filed a Petition for Review March 23, 2011 from an Order issued by the trial commissioner on March 2, 2011. The order assessed a civil penalty pursuant to Sec. 31-288(b). Said order was issued as a result of an informal hearing. No record exists. Absent a record, this board cannot properly consider an appeal pursuant to Sec. 31-301(a). This appeal is therefore remanded to the trial commissioner acting for the Sixth District for a formal hearing or other appropriate action. See Torres v. Laidlaw Transit, 5544 CRB-4-10-4 (April 26, 2010).
