Respondents have filed a Petition for Review from the trial commissioner’s January 23, 2006 oral order at an informal hearing. No record exists. Absent a hearing on the record, this board cannot properly consider an appeal under Sec. 31-301. The matter is therefore remanded to the trial commissioner acting for the First District for a Formal Hearing or other appropriate action. See, Ramos v.
