Respondents have filed a Petition for Review from the trial commissioner’s Sec. 31-301(f) Order. Said order was issued as the result of an informal hearing wherein no record exists. Absent a record, this board cannot properly consider the appeal pursuant to Sec. 31-301. The matter is therefore remanded to the Fifth District for a formal hearing or other appropriate action. See Merenski v. Greenwich Hospital Association, 4822 CRB-7-04-6 (January 12, 2005).
