Respondents have filed a Petition for Review from the trial commissioner’s October 13, 2004 order vacating a Form 36 approved February 11, 2004. That order was issued as a result of a pre-formal hearing. No transcripts or exhibits exist. Absent a record this board cannot properly consider an appeal under § 31-301. The matter is therefore remanded to the trial commissioner acting for the Sixth District for a formal hearing or other appropriate action. Bonito v. ESPN/Walt Disney, 4789 CRB-8-04-2 (March 22, 2004); Kenyon v. General Dynamics Corp./Electric Boat Division, 4497 CRB-1-02-3 (March 13, 2002); Rondini v.
