Respondents have filed a Petition for Review from the trial commissioner’s November 5, 2003 order imposing sanctions pursuant to Sec. 31-300. Said order was issued absent a Formal Hearing on the record. No transcript or exhibits exist. Thus, pursuant to Sec. 31-301 this board cannot properly consider this appeal. The matter is therefore remanded to the trial commissioner acting for the First District for a formal hearing or other appropriate action. See, Rios v. Boehle’s Express, 4726 CRB-6-03-9 (October 8, 2003); Pantanella v. Enfield Ford, 4720 CRB-1-03-9 (September 18, 2003); Mace v. Tradesource, Inc., 4664 CRB-6-03-5 (May 14, 2003); Rizor v.
