Claimant filed a Petition for Review from the trial commissioner’s September 2, 2003 ruling denying claimant’s Motion To Disqualify. Said ruling was issued absent a Formal Hearing on the record. No transcripts or exhibits exist. Absent a record, this board cannot properly consider this appeal pursuant to Sec. 31-301. The matter is therefore remanded to the Commissioner acting for the Sixth District for a Formal Hearing or other appropriate action. See, Robert v.
