RESPONDENT Gallagher Bassett Services filed a Petition for Review June 27, 2003 from the trial commissioner’s June 17, 2003 Sec. 31-288 and Sec. 31-300 order. That order imposed sanctions for failure to appear at an informal hearing. No transcript or exhibits exist. Thus, there is no record for this board to properly consider this appeal pursuant to Sec. 31-301. The matter is remanded to the Sixth District for a formal hearing or other appropriate action.
