Respondents filed a Petition for Review May 5, 2003 from the trial commissioner’s April 28, 2003 ruling on Motion For On Site Inspection. The ruling was issued without a formal hearing on the record. No transcript or exhibits exist. Thus, there is no record for this board to properly consider this appeal pursuant to Sec. 31-301.
