Respondent-Employer and GAB Robins North America filed a Petition for Review from the trial commissioner acting for the First District’s March 14, 2003 order pursuant to Sec. 31-288. That order was issued as the result of an informal hearing. No transcript or exhibits exist. Absent a record this board cannot properly consider this appeal under Sec. 31-301. As this matter is not ripe for appellate review, it is remanded to the First District for a formal hearing or other appropriate action. See, Mele v.
