Respondent, Anthem Blue Cross and Blue Shield filed a Petition for Review from the trial commissioner’s August 7, 2000 order pursuant to Section 31-288. The trial commissioner’s order was issued as the result of an informal hearing. Absent a record of the proceedings below, this board cannot properly consider the appeal under Section 31-301. Consequently, this matter is not ripe for appellate review.

The appeal is therefore remanded to the Fifth District for a formal hearing or other appropriate action. See, Quinn v. Dwan Co., Inc., 4216 CRB-5-00-3 (May 24, 2000); Lirot Mashantucket Pequot Gaming, 3400 CRB-2-968 (April 7, 1997); Muldoon v. New England Installation, 3415 CRB-4-96-8 (Nov. 3, 1997); Warchola v.
