The respondents Wausau Insurance Company and J & J Blasting, Inc., have filed a petition for review from a September 17, 1997 order of the Commissioner acting for the Seventh District fining respondents’ counsel $250 for failing to appear at a September 16, 1997 hearing. As there is no record for the CRB to examine other than the trial commissioner’s letter imposing the fine, this board is unable to conduct a meaningful review of that decision. Lirot v. Mashantucket Pequot Gaming, 3400 CRB-2-96-8 (April 7, 1997). Further, it appears from the file that notice of the hearing was issued on September 9, 1997, which would cut short the ten-day notification period required by § 31-297 (absent an emergency situation). We hereby dismiss the respondents’ appeal.
