Minutes

A regular meeting of the Workers’ Compensation Commission Advisory Board was held on June 6, 2016 in the Workers’ Compensation Commission’s CRB Hearing Room, 21 Oak Street, Hartford, Connecticut. The meeting convened at 10:15 a.m. with the following Board Members present:
Chairman Michael Riley, John Adamson, Rocco Calo, Michael Dimenstein, and Gregory Nokes. Also present was WCC Chairman John A. Mastropietro, Michael Petosa and Connie Rue-Stange from the Workers’ Compensation Commission; and Louise DiCocco of CBIA.

  1. Welcome to Chairman Michael Riley:
    1. Newly-selected Chairman Michael Riley welcomed the members and thanked them for choosing him for the chairman’s position.
  2. WCC Chairman Mastropietro’s Update:
    1. 2016 Legislation:
      1. Public Act No. 16-39 (Senate Bill No. 67) — An Act Concerning the Authority and Responsibilities of Advanced Practice Registered Nurses:
        This legislation significantly elevates the status of APRNs in the state and it will have an impact on the workers’ compensation system. Examples: APRNs will now be able to sign Form 36s and determine work capacity. The Commission will be assessing other changes related to this new law. Effective October 1, 2016.
      2. Public Act No. 16-73 (Senate Bill No. 101) — An Act Concerning Workers’ Compensation Insurance and Sole proprietors:
        This legislation enables sole proprietors who do not carry workers’ compensation insurance to work on public works projects. Effective October 1, 2016.
      3. Public Act No. 16-43 (House Bill No. 5053) — An Act Concerning Opioids and Access to Overdose Reversal Drugs:
        This legislation will revise the opiate prescribing process. The Commission welcomes the changes and will immediately implement the new restrictions into its Opioid Protocols. Effective July 1, 2016 and various dates.
      4. Public Act No. 16-10 (House Bill No. 5262) — An Act Establishing a Firefighters Cancer Relief Program:
        This legislation provides wage replacement benefits (in lieu of coverage under the Workers’ Compensation Act) to fire personnel affected by certain cancer conditions. Effective February 1, 2017.
      5. Public Act No. 16-112 (House Bill No. 5364) — An Act Concerning the Filing of Workers’ Compensation Claims When a Municipality is the Employer:
        This legislation requires a municipal employee to provide a copy of the notice of claim directly to the town clerk’s office where he/she is employed. Effective July 1, 2016.
    2. Upcoming Seminars:
      1. The Commission has scheduled three seminars to continue its efforts to educate medical staff and payors:
        • Sept. 13, 2016 at the Legislative Office Building, Hartford, CT
        • Sept. 27, 2016 at Housatonic Community College in Bridgeport, CT
        • Oct. 18, 2016 at the Legislative Office Building in Hartford, CT
    3. WCRI Study Comparing Outcomes for Injured Workers in Connecticut
      1. Chairman Mastropietro distributed WCRI’s Executive Summary of May 2016. Discussion was held.
    4. Budget Update an Layoffs:
      1. Budget — the current budget has not directly impacted the agency at this time; except new vacancies due to attrition are presenting issues with staff shortages; bumping issues are on the horizon. Chairman discussed potential office mergers.
      2. Vacancies — vacancies still remain for a Workers’ Compensation Commissioner and a person representing employees on the Advisory Board.
  3. Adjournment
    1. Rocco Calo made a motion to adjourn the meeting. John Adamson seconded the motion which passed unanimously. The meeting was adjourned at 12:00 p.m.
