Minutes

A regular meeting of the Workers’ Compensation Commission Advisory Board was held on October 17, 2011 in the Workers’ Compensation Commission’s CRB Hearing Room, 21 Oak Street, Hartford, CT.

The meeting convened at 10:00 a.m. with the following members present: Chairman Gardner Wright, John Adamson, Rocco Calo, Michael Dimenstein, Theodore Duarte, Daniel Krause, Gregory Nokes, Linda Passanisi, and Donald Shubert. The following members of the Commission were present: WCC Chairman John Mastropietro, Commissioner Stephen Delaney, Commissioner Jack Goldberg, Commissioner Peter Mlynarczyk, Commissioner Charles Senich, and Marvin Smernoff. Public member Kia Murrell of CBIA was also present.

  1. Opening Remarks
    1. Chairman Gardner Wright introduced the four Commissioners seeking Governor Dannel Malloy’s reappointment in the 2012 legislative session: Commissioner Stephen Delaney, Commissioner Jack Goldberg, Commissioner Peter Mlynarczyk, and Commissioner Charles Senich. Each of the Commissioners is seeking a five-year reappointment.
  2. Approval of Minutes
    1. A motion to approve the September 12, 2011 minutes was made by Rocco Calo and seconded by Greg Nokes. The motion to approve the minutes was unanimously accepted.
  3. Commissioners Meet and Greet
    1. Commissioners Delaney, Goldberg, Mlynarczyk and Senich shared their backgrounds and insight in each of their roles as workers’ compensation commissioners over the past five years. Discussion ensued about the Commission’s challenges and efforts to improve services for all parties, provide assistance to pro se claimants, and maintain efficiencies while the agency continues to operate with reduced staff and continuing budgetary reductions.
  4. WCC Chairman Mastropietro’s Update
    1. Chairman Mastropietro is determined to improve efficiencies in the trial process and will discuss potential changes in the formal hearing docket with the Legal Advisory Panel at their October 19th meeting. E-filing was identified as one of his initiatives; recognizing that additional technology funding will be required for implementation. Commissioners continue to be assigned consistent with hearing demands across the eight district offices to maintain the shortest travel and hearing scheduling times for injured workers. The Commissioners’ Bench Book project will be completed before the end of the year. He confirmed that OPM requested a new five percent decrease in the agency’s FY 2013 budget. Lastly, Chairman Mastropietro encouraged the members to raise topics of concern for future discussion and invited them to attend the Commission’s meetings of the Legal and Medical Advisory Panels.
  5. Adjournment
    1. A motion to adjourn was made by John Adamson and seconded by Daniel Krause. The motion was unanimously approved. The meeting adjourned at 11:35 a.m.
